Blast and Paint Line to be Installed at IPSCO's Mobile Steelworks

Lisle, Illinois, December 4, 2003 - IPSCO Inc. (NYSE/TSX:IPS) today announced Blastech Mobile LLC will be installing a blast and paint line for the cleaning and coating of steel plate at IPSCO's Mobile Plate Works located in Mobile, Alabama. 

Blastech Mobile LLC will provide a blast and paint tolling service for steel plate purchased by service centers and end user customers, including plate purchased from IPSCO and other plate producers. "IPSCO is pleased this added value process will allow plate customers to have access to product with all the benefits that blast and pre-primed plate offers to end users. Blastech has established a reputation as the premier provider of these services to the steel plate industry and we are pleased to be associated with this operation," said John Tulloch, Senior Vice President, IPSCO Inc.

The new facility is scheduled for completion by January 30, 2004.
